STAAND-Sutter is dedicated to educating the community about the health effects of tobacco and the importance of tobacco-free policies.

Our Mission

The California Health Collaborative’s STAAND-Sutter program focuses on the county unincorporated within Sutter County. The major goals of the program are to encourage the adoption of a policy that eliminates the sale of all tobacco products and/or a comprehensive tobacco retail licensing policy that will require tobacco retailers to obtain a license to sell tobacco products, considerably limit and/or eliminate tobacco product waste, and eliminate the sale of flavored and menthol tobacco. Another goal of the program is to engage and partner with youth, young adults, community members, and local organizations to spread awareness about tobacco-related issues within the county and demonstrate the importance of tobacco-retail licensing. The adult smoking rate is higher in Sutter than in the state of California (14% vs 9%). Youth use of tobacco products is also higher in the county (12.8% vs 6.6% for the state).  Data also shows that about 30% of the pharmacies in the county sell tobacco products and nearly 30% of tobacco retailers in the Region (Gold County) sold tobacco to underage decoys in 2022.

Empowering the Sutter Community

  • We aim to establish collaborations within the community. These collaborators will be provided with training and resources to better serve the community and proactively prevent damage that tobacco causes by targeting rural communities.

  • In the hopes of preventing new lifelong users, we hope to have Sutter County adopt stronger policies concerning tobacco. Our goal is to prevent minors from having easy access to tobacco products that are marketed toward a younger population.
